Russian, Vietnamese and foreign tourists can take a flight from Nizhny Novgorod and arrive at the Vietnamese coast after 10 hours, he added.
The carrier will make the 3,735km route every 13 days using a Boeing 767-300.
Cam Ranh is one of most attractive destinations for Russian tourists in central Vietnam.
The country welcomed 189,000 Russian visitors in the first eight months of 2013, a year-on-year increase of 63 percent. The figure is expected to rise to 250,000-280,000 by the end of this year and hit 350,000 in 2015.
